 There has been an increase in enrollment and tuition paid among colleges, universities and other higher education institutions. Enrollment has increased 61% and tuition paid has increased 99% since 1996.  Public elementary and high school enrollment did not change, however tuition paid decreased 75%.  Private school enrolment declined by over one-half and tuition declined 73% from 1996 to 1998. Overall the number of students has changed little from 1996, but tuition paid has increased $56,249 (23%) from 1996 to 1998.
