New York State is embarking on an ambitious initiative that will change the way primary care is delivered in the State. Stakeholders who pay for health care - commercial health plans and self-insured employers - are critical to making this initiative succeed.

The Northeast Business Group on Health (NEBGH) is partnering with New York State to engage and attract health plans and employers to participate in this initiative and collect their input and guidance. The benefits of a successful initiative are clear -- better, more coordinated healthcare and lower medical costs. And for employers, outcomes will include higher employee satisfaction, higher productivity, fewer absences, lower workers compensation claims and a reduced need for the multiple vendors they use to plug gaps in the current system

Laurel Pickering is a leader and visionary, devoted to transforming healthcare at both regional and national levels. As President & CEO of Northeast Business Group on Health (NEBGH), Ms. Pickering has built an employer-led coalition of healthcare leaders and other stakeholders with the mission of empowering members to drive excellence and value in healthcare and the patient experience. NEBGH currently has 170 members comprised of national and global self-insured employers based in New York, New Jersey, Connecticut and Massachusetts; plus national health plans, major consulting organizations, regional hospital systems and other key stakeholders

Under Ms. Pickering’s leadership, NEBGH has become one of the most active and influential healthcare-focused business coalitions in the country, focused on moving toward a value-based delivery system. NEBGH delivers educational and training programs for benefits executives, user groups designed to help them improve health plan and PBM performance, and guidance on private exchanges via the Private Exchange Evaluation Collaborative (PEEC), of which Ms. Pickering is a founder.

Multi-payer efforts initiated by NEBGH include reducing unnecessary hospital readmissions, piloting an integrated approach to behavioral health in primary care in NYC, and developing innovative solutions to obesity, diabetes and other workplace health concerns through NEBGH’s Solutions Center. Based on these efforts, NEBGH has been enlisted by New York State’s Department of Health to play a key role in promoting a new advanced primary care model funded by a federal State Innovation Model (SIM) grant.

On the national level, Ms. Pickering is Chair of the Board of Directors of The Leapfrog Group, and serves on the Board of National Quality Forum (NQF) and National Business Coalition on Health (NBCH).

Regionally, she is Chair of the Board of Directors of the NEBGH subsidiary HealthPass, a health insurance exchange for small businesses, and is also on the Board of Health Republic, a nonprofit health insurance plan in New York.

Ms. Pickering received her BA in Anthropology from SUNY Albany and MPH from Emory University.

Amy Tippett-Stangler

Amy Tippett-Stangler is the Senior Project Director for Northeast Business Group on Health (NEBGH).  In this role, she leads the NYS CMS SIM grant project for NEBGH.  This includes overall accountability for this strategic initiative, including facilitating alignment of all stakeholders relevant to statewide and regional activities associated with SIM.

Ms. Stangler brings extensive experience across all channels of healthcare, including Health Plan, Health System and Employer.  She has held roles at both Highmark Blue Cross Blue Shield as well as Oxford Health Plans, where she worked with the Medicare market and intensive case management programs respectively.  She has also worked with Pitiney Bowes, one of the most innovative employers in benefit strategies in the role of Health Plan Manager.  She also brings experience for a population health management company as its' Vice President, Health Plan Market where she was responsible for relationships with several of their top health plan clients. 

Ashley Dorime

Ashley Dorime is the Associate Project Manager for the Northeast Business Group on Health (NEBGH). In this role, she manages and oversees the execution of NEBGH’s deliverables for the State Innovation Model (SIM) grant. This includes the coordination of all regional meetings throughout New York State (NYS), the development of communication strategies to maintain engagement with key stakeholders and the creation of effective reporting to capture key themes and insight next steps.

Prior to joining NEBGH, Ms. Dorime was involved in the professional development of social service workers and the research of community-based health initiatives. In her role as Project/Research Associate for the Brookdale Center for Healthy Aging, she was responsible for the delivery of education and training programs for social workers throughout NYS and was actively involved in the research and implementation planning of community-based palliative care in East and Central Harlem. She also worked for the Harlem Health Promotion Center as a Content Coordinator, where she was responsible for the development and delivery of local health information on getting and staying healthy.

Ms. Dorime received her BA in History from New York University (NYU) and MPH from Columbia University.

Stephens Mundy

Mr. Mundy joined Champlain Valley Physicians Hospital in March 2002. As President and CEO, he has been instrumental in ensuring that Primary Care Providers are recognized and supported for their efforts in the community, first through the nationally recognized Medical Home project, and now as a part of the Adirondacks ACO, an accountable care organization. In this capacity, Mr. Mundy works to reduce hospital admissions and readmissions, as well as emergency room visits.

Prior to joining CVPH, Mr. Mundy was the Chief Executive Officer of St. Joseph's Hospital, a 375-bed hospital located in Parkersburg, West Virginia, for five years. From 1993 to 1996 he was the CEO of Putnam General Hospital in Hurricane, West Virginia. He held the positions of Associate Administrator and Chief Operating Officer at Henrico Doctor's Hospital, a 350- bed hospital located in Richmond, Virginia from 1988 to 1993. Mr. Mundy received a Bachelor’s Degree in Business Administration from Roanoke College, Virginia and a Masters of Health Administration from the Medical College of Virginia.

Mr. Mundy’s professional associations include the Northern New York Hospital Association (NNYHA), President of the Healthcare Association of New York State (HANYS), Iroquois Health Care Association Board of Directors, Adirondack Health Institute Board of Directors (AHI) and The New York State Hospital Review and Planning Council (2004-2009).

Karen Ashline
Associate Vice President

Northern Adirondack Medical Home

Ms. Karen Ashline is Associate Vice President for the Adirondacks ACO and the Northern Adirondack Medical Home Program. The Adirondack Medical Home Initiative is one of the largest in the country, highlighted by a wide spectrum of collaborative efforts that include primary care physicians, pediatricians, and hospitals, partnering with seven commercial health plans, NYS Medicaid and Medicare. Key governmental partners include the State of New York, the Medical Society of the State of New York, and the New York State Department of Health. 

The Adirondacks ACO (Accountable Care Organization) is a network of over 400 participating primary and specialty clinicians throughout nine counties in both New York and Vermont.  Adirondacks ACO works closely with partner hospitals to include UVHN Champlain Valley Physicians Hospital, UVHN Elizabethtown Community Hospital, Glens Falls Hospital, Adirondack Medical Center, Alice Hyde Medical Center, and the UVHN Medical Center.  This network currently focuses on Medicare beneficiaries and is designed to better coordinate care and provide high quality service and care at the right time in the right setting.

Ms. Ashline was instrumental in developing a robust care management team that supports the philosophy of patient-centered enhanced primary care.  Supports and services are designed to ensure that patient care is well coordinated, leading to optimal health outcomes, while also ensuring that the overall cost of health care is reduced.

Ms. Ashline has a Master’s Degree in Administration and Leadership from SUNY Plattsburgh. Ms. Ashline is a native of rural Essex County, New York, with a clear understanding of the rural demographics of the area.  She is keenly aware of the challenges patients and their health care providers are faced with in the rural counties of northern New York State.
